The problem

The client needed a program office to successfully manage its largest prototyping effort, the Integrated Visual Augmentation System using Section 804 Middle Tier Acquisition approach, an authority allowing DoD to rapidly prototype and field technology outside the traditional acquisition process and Other Transaction Authority, an acquisition approach that encourages support form, non-traditional Defense contractors.

The solution

Artlin established new business processes to manage prototype development across multiple capability sets. DoD, OSD and Congressional briefs, presentations, whitepapers, communications, and talking points were created to explain the new MTA approach and program status to stakeholders across Government. Collaborative workspaces among the Program Office, Vendor, and Government partners were developed and managed to track and oversee program initiatives, acquisition documentation, calendars, and data. Analysis tools and executive dashboards were developed to display program progress, trends, risks, and the status of hardware and software development.
